City Commission Approves Emergency Repair of Manhole and Drainage Pipe at Hiatus Road and Stirling Road Intersection
The City Commission approved the emergency expenditure of up to $68,815 for the repair of a manhole and associated 36-inch drainage pipe located at the northeast corner of Hiatus Road and Stirling Road, where recurring sinkholes have appeared due to structural failures. After temporary asphalt and road rock patches failed to resolve the issue, a City investigation revealed that bricks inside the manhole had dislodged, posing an ongoing risk to public safety and infrastructure. To address the situation, the City selected Shenandoah, a contractor with prior positive performance and a piggyback contract in place, allowing for competitive pricing and timely mobilization. The repairs will include dewatering, structural reinforcement, grout injection, and asphalt restoration, and are expected to take about a week to complete once the contractor is given notice to proceed. Funding will come from a budget transfer of $70,000 from the Professional Services – Miscellaneous to the Maintenance – Lift Stations account.

City Commission Approves Grant Application for Culvert Replacement at SW 49 Street
The City Commission approved Resolution 25-71, authorizing the City Manager to pursue and execute a grant agreement with Broward County under the Resilient Broward Grant Program for up to $500,000 to help fund the SW 49 Street Culvert Rehabilitation/Replacement Project. As part of the grant conditions, the City will provide a 50% local funding match if awarded. The project involves replacing a 15-foot diameter steel drainage culvert under SW 49 Street at the C-11 Canal between Flamingo Road and SW 118 Avenue. The existing culvert has severely deteriorated, prompting the South Florida Water Management District to mandate its replacement to protect public safety and ensure flood mitigation. Total funding for the project includes a combination of grants from the Florida Department of Environmental Protection (FDEP) and the American Rescue Plan Act (ARPA), along with City funds. The new grant, if secured, will help close the remaining funding gap and ensure the project remains fully funded at its estimated cost of $2.57 million.

City Commission Approves Resolution to Declare Surplus Property for Disposal and Auction
The City Commission approved Resolution 25-72, designating a list of City-owned items as surplus property in accordance with Section 2-202 of the City’s Code of Ordinances and Surplus Property Policy #08-006. The identified items are no longer functional, have been replaced, or have exceeded their useful life. Declaring these items as surplus allows the City to streamline inventory, reduce storage costs, and potentially recover value through online public auctions or other approved disposal methods.

City Commission Approves Task Order for Required Update to Water Supply Facilities Work Plan
The City Commission approved Task Order No. 2025-02 with Hazen and Sawyer in the amount of $43,109 to update Cooper City’s 10-Year Water Supply Facilities Work Plan and incorporate it into the City’s Comprehensive Plan, as required by Florida law. The update is mandated under Chapter 163 of the Florida Statutes following the South Florida Water Management District’s approval of the Lower East Coast Regional Water Supply Plan on September 23, 2024. Cooper City must complete the update and adopt the plan by March 22, 2026. The revised plan will address population growth projections, future water demand, traditional and alternative water supplies, and water conservation and reuse strategies. Hazen and Sawyer was selected through the City’s Continuing Professional Consulting Services contract (RFQ2024-1-PW), and funding for this work is included in the Fiscal Year 2026 proposed budget. This planning effort supports long-term water resource management and ensures compliance with state and regional regulatory requirements.

City Commission Approves Contracts for Beautification Projects Through Landscape Services Agreement
The City Commission approved the piggybacking of City of Weston Contract RFP No. 2024-15 to authorize Brightview Landscape Services, Inc., Green Dreams Paradise Corporation, and Juniper Landscaping of Florida, LLC to carry out landscaping beautification projects throughout Cooper City. The total expenditure will align with the approved annual budget, with $140,614 allocated for Fiscal Year 2026. This action supports the implementation of Cooper City’s Landscape Master Plan and Design Guidelines, which were adopted in October 2024 to enhance the appearance and consistency of public spaces. Seven priority locations were identified for initial beautification, including medians along Stirling Road, Griffin Road, Pine Island Road, and Flamingo Road, as well as common areas at Bill Lips Park, the Pool and Tennis Center entrance, and swales along Pine Island Road. The selected landscaping will include native and Florida-friendly plants such as Podocarpus, Silver Buttonwoods, Firebush, and Dwarf Fakahatchee Grass, along with decorative blue granite rock accents at key locations.

City Commission Renews Traffic Mitigation Agreement with Franklin Academy
The City Commission approved the renewal of an agreement with Franklin Academy to allow vehicle stacking within Flamingo West Park during school drop-off and pickup hours. This traffic mitigation strategy was developed to reduce congestion along South Flamingo Road near the school’s campus at 6301 South Flamingo Road. The original agreement expired on June 11, 2025. Since its implementation, the use of the City-owned park has helped improve traffic flow with minimal disruption to park operations. As part of the renewal, Franklin Academy will pay a $5,000 license fee, which supports maintenance and operational costs. The agreement aligns with the City’s strategic priorities of proactive public safety and financial sustainability, providing a practical solution to localized traffic challenges while generating revenue to offset City costs.

City Commission Approves Contract for Impact Window and Door Retrofit at BSO Police Station
The City Commission approved the award of IFB 2025-6 to Ironclad Impact Windows & Doors, LLC in the amount of $110,300.83 for the installation of impact-resistant windows and doors at the Cooper City/Broward Sheriff’s Office Police Station located at 10580 Stirling Road. This project is fully funded by a $160,000 grant from the Florida Division of Emergency Management’s Hurricane Loss Mitigation Program (HLMP) and requires no local match. The scope of work includes removal and proper disposal of 28 windows and 3 glass doors, and installation of hurricane-rated, impact-resistant replacements capable of withstanding winds up to 210 MPH. These upgrades will enhance safety, increase energy efficiency, and ensure compliance with Florida Building Code standards. Ironclad was selected as the lowest responsive and responsible bidder following a competitive solicitation process. This project supports the City's continued focus on public safety, resilience, and proactive facility maintenance.

City Commission Approves Contract for Forensic Audit of Optimist Club of Cooper City
The City Commission approved Contract No. BW2025-8 with Wink Ledgers, LLC to conduct a forensic examination of the financial and operational activities of the Optimist Club of Cooper City. The audit was initiated in accordance with the City’s newly approved Facility Use Agreement, which allows the City to request a certified audit at its own discretion to ensure transparency and accountability. The audit follows the City Commission’s July 2025 directive to proceed, based on several concerns:

- Allegations of financial irregularities by a former Club president.
- Suspicious handling of concession stand cash flows.
- Broader concerns about the use of public resources and facilities by the Club.

Although the Optimist Club operates as a separate nonprofit, it uses City-owned sports complexes and delivers youth sports programs to the Cooper City community, reinforcing the City’s interest in ensuring proper oversight. The total cost of the forensic audit is $19,500, which will be covered through a transfer of funds from the general fund contingency account. This engagement is intended to identify any irregularities, control weaknesses, or areas for improvement in the Club’s financial management and operations.

City Commission Approves First Reading of Ordinance Amending RV and Boat Parking Regulations on Residential Property
The City Commission approved the first reading of Ordinance 25-14, which will amend Section 25-10(a) of the City’s Code of Ordinances to update regulations related to the parking, height, use, and maintenance of boats and recreational vehicles (RVs) on residential properties. The changes stem from concerns raised during a public workshop held on April 22, 2025, regarding visual impacts, code enforcement challenges, and utility hookups for RVs. The proposed ordinance includes new restrictions on where and how boats and RVs may be parked, particularly prohibiting parking in front yards and swales, addressing height limits, and clarifying rules on washing vehicles over grassy areas. It also addresses concerns about RVs being occupied or connected to utilities. During the October 28 Regular Meeting, the City Commission reached a consensus on allowing the maximum height for such vehicles to not exceed 12 feet, excluding roof accessories. Additionally, the Commission requested that staff bring forward recommendations, during a second reading on of the proposed ordinance, on allowable RV sizes relative to lot size for properties, the permissible quantity of such vehicles based on lot size, suggestions for the needed space to allow for fire access to a dwelling’s backyard, and a definition of hard surfaces related to the surface that such a vehicle needs to be parked on. This ordinance will be brought forward for a second reading during an upcoming City Commission Regular Meeting.
